Update SmartResume Integration

The current button to sync your credentials to SmartResume goes through CHAPI and creates a subpar user experience. Enhance the integration to go through SmartResume’s CredentialConnect API so that LearnCard customers can leverage SmartResume’s LER Marketplace product Talent Community. Turn into a feature that is turned on by customer on the Learning Economy Side and is not available to all LearnCard users automatically.
